Voters Registry Revision and Elections Preparation: A Technical Assessment
This report concerns IFES efforts at voter registration in the Ivory Coast in 1994 for the national elections scheduled for 1995. The report includes notes from meetings with political parties, civic groups, government administrators, diplomatic corps and NGOs. The report discusses four major concern areas for the 1995 elections: lack of openness among the government, lack of participation in the revision process by opposition parties, the seamless relationship between the leading political party and the Ivoirian government and lastly, the vague laws regulating the electoral system in the Ivory Coast.

Chad Pre-Election Assessment Report: Multi-Donor Support Program for the Electoral Process
This report summarizes IFES observations from Chad in 1994. At the time, the Chadian government reached out to the international community for help in democratizing the nation. This report discusses the June 1990 elections in Bulgaria. The report discusses the roles of the Bulgarian Central Electoral Commission, political parties and election officials. The document further discusses the role IFES played in the elections. The report ends with recommendations for the Bulgarian Grand National Assembly on how to improve the electoral system. The 1990 Bulgarian Elections: A Pre-Election Assessment, May 1990
This report summarizes the findings of an IFES pre-election assessment team in Bulgaria from April, 1990. The document reports on meetings with the Central Election Commission, leaders and representatives of political parties and leading citizens groups. Further, the report discusses the electoral process, the role of the constitution, electoral law, composition and role of the central electoral commission and regional electoral commissions, voter registration procedures, the methods of ballot security, vote counting and verification, and the contest and appeals procedure. It also discussed the role of political parties in the campaign and in the election.
