In preparation for the May 24th, 1998 First Legislative Council Elections, the Information Services Department from the Hong Kong Special Administrative Region Government, prepared this “1998 Election Special.” This document includes brief biographies and a picture of each candidate running for office, information on the voting structure, system, procedures, and other general election education as well as important dates in the election process. The slogan “fair, open, honest” is repeatedly used throughout the document.

Elements examined by and IFES team include the role of the electoral law in the administration of the elections, a review of the constitution, ballot design and the role and duties of poll workers. The report also covers aspects such as voter identification, civic/voter education, election observers and procurement of election materials.
