The Cycle of Corruption: Elections and the Abuse of State Resources
In many ways, elections are a central component in cycles of systemic corruption. IFES conducted a two-year research project to develop an assessment methodology to evaluate the effectiveness of a given country’s framework for addressing the abuse of state resources in election campaigns. The final product of this project is a detailed methodology that specifically examines three categories of state resources: state personnel; state funds and physical resources; and official government communications to the public.

“Campagne nationale d'éducation à la citoyenneté” is a pamphlet from May 2005, available in French, which briefly describes 14 rights or duties that are the responsibility of citizens of Guinea. The document, published with the help of IFES, explains the importance of a birth certificate, the benefits of paying taxes and the civil duty to register and vote.

Campagne nationale d'education a la citoyenneté : Conference - Debat
“Campagne nationale d’education a la citoyenneté: Conférence – Débat” is a pamphlet from 2005, available in French, which explains the electoral system and the different facets of the constitution in Guinea – mostly importantly it tries to educate citizens on how they can have access to the government and its services by participating in politics. The document, published with the help of IFES, contains a glossary of terms connected to human rights and a letter serving as an example for how to file a complaint.

Importancia do voto da mulher
“The Importance of Women’s Vote” is an informative brochure, available in both Portuguese and Creole, published in 1999 by the NGO “PROMOCONSULT” in Guinea-Bissau, in lead up to the November, 1999 General Election in Guinea-Bissau. The guide is specifically meant to encourage women’s participation in the elections and to educate them on the importance of voting and freedom to choose that comes with it. The guide is comprised of cartoons and short dialogues between several women at a local gathering.

A Democracia esta na tua mao Vota
“The Democracy is in Your Hand: Vote” is an informative flyer, available in Portuguese, issued in 1999 by the National Electoral Commission of Guinea-Bissau, in lead up to the November 28, 1999 General Election in Guinea-Bissau. The flyer is meant to stimulate citizens’ participation in the elections. The flyer contains basic information on the voting procedures, such as who is eligible to vote and where/how to vote.

Manual Do Eleitor
“ Voter’s Manual” is an informative booklet, available in Portuguese, published in 1999 by the National Electoral Commission of Guinea-Bissau, in lead up to November, 1999 General Election in Guinea-Bissau. The guide is meant to enhance citizens’ participation through educating them on the voting procedure. The guide instructs voters on who is eligible to vote, where they can vote, and how to vote. Additionally, the booklet provides brief explanations and general information about the elections and the political system in Guinea-Bissau.

La Citoyenneté
“La Citoyenneté” is a booklet from August 1997, available in French, which is made up of a comic strip and text explaining to government structure in Guinea and the rights guaranteed to Guinean citizens. The document, published by SLECG (Syndicat Libre des Enseignants et Chercheurs de Guinee), states that the objective of the comic strip is the encourage youth to take a greater role in politics and their civic duties in order to deepen the state of democracy in Guinea.

The book, Vote for the Future was published in 1997 by the Oxford University Press and is directed at the importance of youth education of politics and elections in Papua New Guinea. An overview of the Papua New Guinea election process is included as well as several chapters dedicated to the political structure and governmental functions of Papua New Guinea.

Vote in poll or shut up
Issued by the Electoral Commission of Papua New Guinea in December 1996, the newsletter entitled “Vote in Poll or Shut Up” attempts to encourage PNG citizens to register to vote and participate in the upcoming 1997 general elections. In the newsletter are articles on electoral procedures, campaign information, and cartoons advocating for the importance of voting.
