The Cycle of Corruption: Elections and the Abuse of State Resources
In many ways, elections are a central component in cycles of systemic corruption. IFES conducted a two-year research project to develop an assessment methodology to evaluate the effectiveness of a given country’s framework for addressing the abuse of state resources in election campaigns. The final product of this project is a detailed methodology that specifically examines three categories of state resources: state personnel; state funds and physical resources; and official government communications to the public.

Regional Director on “The Elections We Want” in Africa
As part of its annual report, the Wilson Center Africa Program asked IFES Regional Director for Africa Rushdi Nackerdien to contribute an essay on recent African elections. His piece, “The Elections We Want,” covered 2017 elections in Angola, Rwanda, Liberia, Senegal, the Gambia, and Kenya, and their implications for election practitioners moving forward.

“50 Ans au Coeur de la Democratie” is a leaflet from 2007, available in French, which celebrates the fact that the Director General of Elections in Quebec has been at the heart of the electoral system in Quebec and has promoted democracy for 50 years. The document published by the Director General of Elections in Quebec publicizes what it has done to promote democracy, be at the service of voters, and regulate finance in elections taking place in Quebec.

Making Every Vote Count
“Making Every Vote Count” is the final report by the Citizens Assembly on Electoral Reform which outlines the case for electoral reform in British Columbia, Canada. The document, published in 2004, makes the recommendation for a new voting system, called BC-STV, to be used in electing member of the Legislative Assembly. The report gives its reasons for the recommendation and explains the new voting system.

Canada's Electoral System
“Canada's Electoral System” is a 1998 Canadian publication that presents an overview of Canada’s electoral history. The piece contains sections on the “evolution of the federal vote,” “elections in Canada” and why Canadians should vote. The primary objective of the booklet, published by the Chief Electoral Officer of Canada, is to provide readers a more informed perspective on Canada’s electoral process and history. There is also a French version of the booklet provided.

“I can Vote! A user-friendly Guide to voting in Canada” is a civic education pamphlet serving as a guide to first time Canadian voters in order to explain how to vote in Federal Elections and how the electoral system works. The document, published by Elections Canada in September 1997, includes diagrams, pictures and instructions on matters such as marking ballots which will help the readers successfully vote in the 1997 Federal Elections in Canada.

“Voting: It's a College Matter” is a guide designed to teach students how to hold an election or referendum vote in school. The guide, published in April 1997, is part of a larger project by the Director General of Elections in Quebec to instruct youths in the rules and regulation of the electoral system in Quebec, Canada. Since the guide was originally published in French, “college” refers to high school.
