“People and Politics: Who Should Govern?” is a civic education discussion book, issued in 1992 by the US Kettering Foundation and translated and adapted to Portuguese by the State University of Ponta Grossa, Brazil. The handbook is intended to educate voters about the importance of voting and express their opinions through the power of one vote. The handbook explores four options with a series of opinions on how to tighten the relationship between politics and the people. The guide provides a thorough description of the local administration in Chile, its election process and the role of the local authorities in the political life of Chile. The guide is meant to familiarize the Chilean citizens with the new reforms introduced by the political and social sectors in the municipal structure in order to bring the democratic process to the communal level as well.
