The guidebook is intended to encourage community participation in the effort to reduce violence and crime in Colombia through various means such as increasing the programs of social development, educating people in the spirit of civic and moral values, to stimulate young people to take part in community activities and/or to strengthen the judicial system and reform the police. The 1992 election was the only time that Estonia's President was directly elected. The right side of the ballot shows candidates for the Parliament in the Louna-Tallinn district.
