“Rapport du KMF/CNOE” is a report from November 3rd 1996, available in French, by the National Council for the Observation of Elections (“Conseil National pour l’Observation des Elections” – CNOE) listing various observations about the First Round of the 1996 Presidential Elections in Madagascar. As well as describing the process of the election, the report also gives feedback and possible recommendations for further rounds of the Presidential Election such as revisions to the electoral code.

This report discusses the Madagascar Elections Training Project and the technical assistance provided to the electoral process in Madagascar. Information about the upcoming presidential election and deadlines for voter lists are included in the animation. The flyer was distributed in 1992 by the International Observatory of Democracy in Madagascar in order to encourage voter registration for the November 25th 1992 Presidential Elections in Madagascar.
