also offers ideas, based on examples from countries around the world, about what will be needed to establish and support an honest, efficient and transparent system of election administration, and what role the international community might be invited to play in that process.

The Party-List System
“The Party-List System” is a 1998 booklet, published by the Commission on Elections, which explains the party-list system in the Philippines. The objective of this system is to provide an improved method for small, political parties to obtain possible representation in the House of Representatives. The document explains eligibility for these lists and various other details so that organizations and groups may participate in the party-list election, taking place simultaneously with the national and local election in May 1998.

Primer on the Voter's Registration Act of 1996
“Primer on the Voter’s Registration Act of 1996” is a May 1997 booklet which explains the Voter Registration Act of 1996 where citizens of the Philippines wishing to vote in elections had to go through a system of continuing registration.
