Ballot used the first post-Soviet elections in Estonia. The left side of the page was used for Presidential elections, in which the main candidates were Arnold RUUTEL, Lennart MERI, and Rein TAAGEPERA. The 1992 election was the only time that Estonia's President was directly elected. The right side of the ballot shows candidates for the Parliament in the Louna-Tallinn district.

Law on Cultural Autonomy for National Minorities passed in Estonia in 1993. The law provides the ability for members of a national minority to establish cultural autonomy, through the creation and election of cultural councils or cultural boards.
