A Pre-Election Technical Assessment Report of Capabilities and Needs: July 8, 1991
Following a public revolt in Mali in 1991, IFES was contracted to conduct an in-depth analysis of the country’s progress in developing a new electoral system and drafting a new constitution, assess the interim government’s ability to administer free and fair elections and make recommendations for the elections. This report summarizes the IFES team’s findings.

“Mexico can Still Win With Fair Game” is an informative booklet, available in Spanish, issued in 1994 by the “Citizens’ Movement for Democracy” group in Mexico, in lead up to the August 21, 1994 Mexican Federal Election. The booklet encourages citizen participation in elections and conscientiousness so there may be no fraud and corruption involved. Additionally, the booklet describes voter qualifications and voting procedures.

The report concludes that the elections were conducted in a peaceful and transparent fashion, however, there is room for improvement in the arena of voting efficiency. The brochure touches on topics such as: the division of state powers, public opinion, and citizen participation.

“Getting to Know the Civic History of Mexico 5” is an informative booklet, available in Spanish, published in 1996 by the Federal Electoral Institute, and it presents the civic historical facts and personalities throughout the months of January- March. The pamphlet is meant to amplify the knowledge of Mexican citizens regarding the most important happenings that have shaped the creation of Mexico, its identity and its historical memories that have been significant factors in the building of a democratic culture in Mexico. Some of the events mentioned are: the adoption of the Agrarian Law in January, 1915 and the Tlatelolco Treaty of February 1967.
