This report summarizes the findings of an IFES pre-election assessment team in Bulgaria from April, 1990. “People and Politics: Who Should Govern?” is a civic education discussion book, issued in 1992 by the US Kettering Foundation and translated and adapted to Portuguese by the State University of Ponta Grossa, Brazil. The handbook is intended to educate voters about the importance of voting and express their opinions through the power of one vote. The handbook explores four options with a series of opinions on how to tighten the relationship between politics and the people. Additionally, in the beginning and the end of the book, there are some questionnaires provided to facilitate the understanding of the people’s overall opinion of their relation with the government.
