Democratizacion de la Cultura y las Practicas Politicas: Plan de Trabajo de Participacion Ciudadana 1997-2002 (plus statements, letters from 1998)
“Democratization of the Political Culture and Practices: Work Plan of the “Citizen Participation” 1997-2002” is an informational brochure, available in Spanish, issued in 1997 by the “Citizen Participation” movement in the Dominican Republic. The brochure contains the attributes of the work plan the “Citizen Participation” movement is trying to achieve during 1997-2002. The work plan reflects the goal of the civic education group to democratize the political culture while creating a conscientious and informed community. Additionally, attached to the document are statements and letters discussing the history of previous elections and the present efforts to implement electoral observation; the concern and commitment to maintain minimum female quota law in the 1998 Congressional and Municipal Elected officials.

This report concentrates on three issues relating to the current (circa 2000) situation of the Election Commission of Nepal: 1. Progress in establishing the district election offices which form a central part of the Commission's Five Year Development Plan. 2. Voter registration and the development of a sustainable system for the voter identity cards now being issued and 3. the effectiveness of the Election Code of Conduct and possible revisions to the code.

Improving Access to Citizenship Certificates
As a primary legal document in Nepal, the citizenship certificate is compulsory for banking; accessing formal education and employment; registering on the voter’s roll; and obtaining a variety of benefits, including social security and government allowances for people with disabilities, victims of armed conflict and internally displaced persons. Yet despite its importance, there are significant barriers – including lack of knowledge or supporting documents and issues related to gender, caste and extreme poverty – that hinder access to citizenship certificates, especially for those from Nepal’s more marginalized groups.

Registering Marginalized Populations to Vote in Nepal
As Nepal undergoes critical electoral and governance changes, IFES Nepal is working with local partners to register Nepalis – including Dalits, youth, Muslim women, freed Kamaiya (those subjected to forced labor) and other historically marginalized groups – to vote.
