Pre-Election Assessment West Bank & Gaza
This pre-election assessment summarizes IFES findings from the West Bank and Gaza where IFES conducted a survey on the prospects and plans for Palestinian elections to be held under the framework of the September 13 Declaration of Principles. The assessment concludes that steps must be taken in order to hold elections that will be seen as legitimate in the eyes of Palestinians themselves and the outside world.

Election Awareness Workshops for Palestinian Women, June 1994, West Bank & Gaza, Final Report
IFES convened a series of nine election awareness workshops in the West Bank and Gaza from June 16 to June 24, 1994. The workshops gathered Palestinian women political and community activists in 8 different localities. The workshops aimed at familiarizing participants with electoral issues to prepare women to mobilize for the Palestinian Council elections. This report summarizes IFES' findings from these workshops.

This report summarizes IFES’ efforts in Cameroon prior to and during the May, 1997 legislative elections. The IFES observation team compiled their findings in this report which discusses the election process in Cameroon and the various political parties, campaigns and vote tabulation. The report discusses the lack of oversight and credibility that the elections suffered from.

In this manual, IFES presents a series of major recommendations about how to organize local elections in which the Palestinian public can have confidence. Final Report: IFES Technical Assistance for Municipal Elections in the West Bank and Gaza
This report summarizes on-site technical assistance provided by IFES to the Palestinian Authority’s Ministry of Local Elections and the Supreme Elections Committee for municipal elections in the West Bank and Gaza Strip. The report discusses the creation of a municipal government election law, registration of voters, election materials procurement and management, pollworker training and voter education campaigns.

Palestinian Elections: A Pre-Election Assessment Mission Report (2002)
The International Foundation for Election Systems (IFES), the International Republican Institute (IRI), and the National Democratic Institute for International Affairs (NDI), as well as a representative of the Government of Norway, jointly organized a pre-election assessment mission to the West Bank and Gaza between July 14 and July 24, 2002. The purpose of the mission was fourfold: 1) to evaluate the pre-electoral environment and identify the requirements of the Palestinian Authority, political parties, civil society and the international community to establish a meaningful electoral process; 2) to identify the elements of the process that are most vulnerable and the obstacles that must be overcome; 3) to assess the state of technical preparations for elections; and 4) to recommend electoral reform measures that could enhance the transparency and credibility of the process.

State of the Judiciary: Egypt 2003
The author of this State of the Judiciary Report for Egypt chose to remain anonymous. This State of the Judiciary report was commissioned by the Arab Center for the Rule of Law and Integrity (ACRLI), a Lebanese non-governmental organization founded to strengthen the Rule of Law, fight societal and governmental corruption and build the foundations of fair, efficient and independent justice systems within the Arab world. This State of the Judiciary Report for Egypt was edited by Professor Keith Henderson, IFES Senior Rule of Law Advisor, and Violaine Autheman, IFES Rule of Law Advisor, who are also the sole authors of the Executive Summary and of Chapter 1 of this Report. They are also entirely responsible for the analytical conclusions in the Judicial Integrity Principles Index (JIP), which attempts to evaluate the level of compliance with the Judicial Integrity Principles, included in the Executive Summary and in Annex 2. It should be noted they are also solely responsible for edits made to the English version and thus accept full responsibility for any inadvertent errors or misinterpretations of the Report from Arabic to English.

Comparative Report on the State of the Parliament in Egypt, Jordan, Lebanon and Morocco
This comparative report on the state of the parliament is based on the country reports covering the parliaments of four countries—Egypt, Jordan, Lebanon and Morocco—and is the first report of its kind in the Arab region. ACRLI, with technical support from IFES and the Canadian Parliamentary Centre, prepared these reports over a two-year period. It employed a multidisciplinary methodology based on international best practices and norms for parliaments, and drew up academic resources; applied research; surveys of parliamentarians, parliamentary staff and the public; and discussions at country and regional roundtables. It is part of a series of reports focused on the overall state of three key mutually supportive institutions in the Arab region: the judiciary, the media and the parliament.
