“Guide des Scrutateurs” is a guide, available in French, created by the National Electoral Commission of Togo which explains to polling agents how to go about their duties when counting votes on Presidential Election Day in January 1993. The Commission seeks to provide clear instructions to workers as to ensure transparency.
