A Week in Cambodia
IFES’ Women’s Leadership program, conducted in five provinces across Cambodia the spring of 2011, sought to increase women’s personal development and leadership skills and knowledge of the election process. During the week of 14-21 September, some of the participants joined IFES staff in Phnom Penh and Siem Reap to discuss what they have learned. This week coincided with the Pchum Ben festival, during which Cambodians pay their respect to deceased relatives, and the 2011 voter registration period, which IFES witnessed. Elections in Cambodia See Major Parties Merge, Compete for Votes
On Sunday, July 28 Cambodians cast ballots for 123 members of the National Assembly. This race saw the merger of two major opposition parties, the Sam Rainsy Party and the Human Rights Party, into the Cambodia National Rescue Party. This new, larger party was led by Sam Rainsy, a self-exiled leader who recently returned to Cambodia after receiving a Royal Pardon for various convictions. Robert Patterson, IFES Chief of Party in Cambodia, answers some questions about Election Day.

Women’s Election and Leadership Training Program
The International Foundation for Electoral Systems (IFES) has implemented the Women’s Election and Leadership Program in several countries to develop the capacity of women to participate in the election process as election officials and to develop leadership skills among women. These programs provide a blend of technical knowledge and soft skills to enable trainees to effectively use the knowledge and skills gained in electoral roles.

In 2011, IFES established the General Election Network for Disability Access (AGENDA) across Southeast Asia. A creative partnership between disabled persons’ organizations (DPOs) and election-focused civil society organizations, AGENDA serves as a forum to improve access to political and electoral opportunities for persons with disabilities by increasing public awareness and elevating advocacy efforts that call for change.
