Ghana experiments with civic education


“Ghana Experiments with Civic Education” is an article by Fred Hayward featured in Africa Report in the May 1971 edition. Hayward discusses the origins of the Center for Civic Education and stresses its importance to Ghana’s commitment to just government. The CCE, Hayward reports, is committed to honest, efficient, democratic government and emphasizes the role of the citizen in the democratic political system. Hayward argues it is imperative that the CCE remain a non-partisan agency and refers to it as an “innovative experiment in civic education.”

Hawaii's Closed Primary


This 1976 pamphlet was produced to educate Hawaiian voters on the concept of a closed primary.  A closed primary election only permits people affiliated with the party of the primary to participate in the elections.  For this reason the packet also contains a “party ballot change application” in-the-event a voter wished to change party in order to vote in the upcoming primary elections for the party of their choice.  Furthermore the piece was released in lead up to the November 2, 1976 general elections that featured a presidential race between Republican incumbent Gerald Ford and Democratic nominee Jimmy Carter.

Precinct Caucuses in Minnesota: a dialogue for voters


This booklet was published in 1976 in Minnesota by the Election Division of the Office of the Secretary of State.  This piece answers questions on precinct caucuses such as what is the purpose of a precinct caucus, what is a precinct, what happens at a precinct caucus, who may participate and how candidates are endorsed and selected.  The booklet also contains contact information for those who have further questions.  That year’s November 2 general elections would feature the presidential race between Democratic nominee Jimmy Carter and Republican incumbent Gerald Ford.  Carter’s running-mate, Walter Mondale, was a Senator from Minnesota.

“All About Elections: Your Guide to the Electoral Process in Pennsylvania” is a second-edition voter guide published in 1977 by the Department of State of the Commonwealth of Pennsylvania , and intended to provide Pennsylvanians with general information on elections, voter registration, how to run for office, how to vote by absentee ballot, and the ways elections are held. Additionally it contains the text of the major requests made, Attorney General’s Opinions and Directives Concerning Elections. The booklet also contains Reapportionment maps.

“Election Procedures,” published in 1978, describes the electoral processes for the June 6 primary and November 7, 1978 general elections in the State of California.    The booklet goes over absentee ballot procedure, basic election terminology and the process to register a candidate for the ballot.  Also, a list of candidates and candidate statements are provided.

Voters pamphlet


“Voters Pamphlet” is a voter guide published in 1978 by Norma Paulus, Oregon’s Secretary of State, in lead up to the November 7, 1978 General Election, and intended to inform the people of Oregon about voter registration requirements, absentee voting requirements, elections by mail, and voting at polling places. The pamphlet is divided into separate sections for Measures, Partisan Candidates and Nonpartisan Candidates. The pamphlet contains the complete text of each proposed measure, the shorter ballot title version, an impartial statement explaining the measure and its effect and arguments filed by proponents and/or opponents. Additionally, it contains statements and photographs of the candidates with information on occupation, occupational and educational background, as well as prior governmental experience.

“How to Run for Political Office” is a second edition manual of elective politics for Philadelphia published in 1981 by the Committee of Seventy and it is intended to inform Philadelphians of how to run for public offices. The manual offers official guidance on the responsibilities and duties of the office, the qualifications necessary to hold the office, as well as unofficial information and unwritten rules and practices when running for a public office. Some of the topics covered are: the job descriptions on City Offices in Philadelphia, State Offices in Philadelphia, State Offices in Pennsylvania and Party Offices, as well as information on the practices to get on the ballot, filling the statement of Financial Interests and Financing a political campaign among others.
