“Report about the Observation before the Congressional and Municipal Elections of May 16, 1998” is an informative report, available in Spanish, issued in 1998 by “Citizen Participation” in the Dominican Republic, in lead up to the May 16, 1998 Congressional and Municipal Elections in the Dominican Republic. The document reports on electoral observation efforts, previous to the elections, on part of the civic education movement organization “Citizen Participation.” Additionally, the report contains some tables showing the total expenditure of political parties for political publicity on TV and radio.

The booklet identifies the general rules within the civic movement organization called “Citizen Participation.” The booklet names the conditions of becoming a member of the civic movement organization, the rights of the institutions within the organization, explains and describes the main institutional components of the organization. Moreover, it lays out the attributes one must meet in order to be elected as a member for the institutional units of the organization.
