This February 1994 edition of the ESAURP (Eastern and South African Universities Research Programme) Newsletter touches on issues of democracy promotion, governance stability in Africa and the Education for Democracy project. The Education for Democracy project was the initiative of the ESAURP Regional Council for Democracy and focused on work related to improving governance and developing civil society within its member countries such as Tanzania.

Civic Education Teaching Manual 2nd edition
The “Civic Education Teaching Manual: 2nd edition” was published in 1994 to train civic educators for the 1994 general assembly election in Uganda. The literature discusses topics such as voter registration, how to properly fold the ballot paper, and vote counting. The pamphlet also indicated that civic educators should urge voters to attend the candidates meetings so they can make informed decision when voting.

Anatomy of Electoral System of Tanzania
The 1995 publication, “Anatomy of Electoral Systems of Tanzania,” was intended to guide all parties involved in the election process including voters, policy makers and election monitors. The document was published in lead up to the October 1995 elections in Tanzania. These elections were significant because they were the first multiparty elections since the nation’s independence in 1962. The literature provides detailed descriptions of the electoral process and of electoral law to voters who otherwise were unaware of the nuances of a multiparty democratic election.

Translation of Instructions on Ballot Papers
This document is an English translation of ballot instructions from the 1995 presidential election ballot. The October 1995 elections were there first multi party elections since Tanzania’s independence in 1962. The instructions detail the election process, indicate the confidentiality of an individual's vote and detail what the election day proceedure will be like.

Presidential & Parliamentary Elections 1996
This pamphlet was directed at providing voter education to Ugandans on the eve of the 1996 presidential and parliamentary elections. The literature explains the role of the elected parliamentarians and reminds citizens of the televised meetings as well as joint candidate meetings where presidential candidates will answer questions about their policies. The pamphlet also provides written and visual narration of the voting process and describes vote counting as well.
