The document is meant to instruct the members of the polling stations on the use of the electronic voting system during the elections. Some of the topics covered are: installation of the polling station, electronic ballot box and preparing the electoral documents. The document instructs them on different situations that might occur during the elections and how to be prepared to solve these.

The pamphlet discusses the candidates' meetings and the voting process. The candidates' meetings are highlighted as a time voters can gain knowledge on candidates and by doing so make an more informed decision with their vote. The voting and voter registration processes were also covered to aid voters in the process.
