“Referendum , Plebiscite and Popular Initiative” is an informative guidebook, available in Spanish, issued in 1999 by the Electoral Council of the State of Jalisco in Mexico, and it is intended to inform citizens about the mechanisms of direct democracy that were adopted in Jalisco with the constitutional approval of the referendum, the popular initiative and the promulgation of the Citizen Participation Law in 1998. The guidebook explains the concepts and characteristics of referendum and popular initiative.

“Civic and Ethical Formation” is a teacher’s guide, available in Spanish, published in 1999 by the “Grupo Noriega Editores” in Mexico and meant to serve as a curriculum and guide for teaching civic and ethic classes. The guide discusses the concepts and implications of human nature and values, the role of citizens in the society, the role of the individual in the community, social organization of people and democracy.
