Overview: National Surveys of Kazakhstan and Kyrgyzstan
IFES conducted surveys in Kazakhstan and Kyrgyzstan in 1995. The public opinion survey is part of its election administration and voter education support project in Central Asia. The topics in the surveys include a range of issues related to development of multi-party politics, legal reform, non-governmental organizations, and the election system in each country.

This report summarizes IFES observations from the 1995 parliamentary elections in Kazakhstan. The election observers monitored elections in order to train people in country to serve as official observers in future elections. Pictures from election day are included in the report.

Regional Director on “The Elections We Want” in Africa
As part of its annual report, the Wilson Center Africa Program asked IFES Regional Director for Africa Rushdi Nackerdien to contribute an essay on recent African elections. His piece, “The Elections We Want,” covered 2017 elections in Angola, Rwanda, Liberia, Senegal, the Gambia, and Kenya, and their implications for election practitioners moving forward.

Evaluation of IFES Civic Education Programs in Kazakhstan, Kyrgyz Republic and Tajikistan
IFES has an active civic education program in the Central Asian republics of Kazakhstan, Kyrgyzstan, and Tajikistan. The program consists of seven activities--almost all of them directed at high school students--with four of the activities operational in all three countries.

Public Opinion in Kazakhstan 1996
This report analyzes the public opinion environment in Kazakhstan – the views of the public on political and economic developments, the performance of the government, and civic and political organizations. Findings are based on the IFES country-wide opinion survey fielded in Kazakhstan in November-December 1996. The Executive Summary provides an overview of the survey data and the Interpretation and Forecast section discusses the data in terms of the processes of political change underway and the likely implications for assistance in promoting democracy and development. The presentation of the survey results is organized thematically, reporting opinion on: • Conditions in the Country • Economy • Government • Civil Society • Information • Ethnic Relations The Appendix includes the complete question text and the marginal results in tabular form with comparisons, where applicable, to data from an IFES-sponsored nationally representative public opinion survey fielded in July, 1995.

Kazakhstan 1995: The Public Speaks, an Analysis of National Public Opinion
This paper examines the role of the public in contemporary society and analyzes public opinion in Kazakhstan. This analysis of Kazakhstan's opinion environment can provide insights into the changes currently taking place in the country and yield indicators on the extent of public engagement in the transformation process of an emerging independent state. Findings are based on a public opinion survey the International Foundation for Electoral Systems (IFES) commissioned in Kazakhstan. Personal interviews were conducted between July 9 and 29, 1995. This was the first such survey undertaken by IFES and is part of the voter education program currently underway in Kazakhstan. The nationwide survey was designed in consultations with U.S. electoral specialists and American and Kazakhstani professionals. It measured public opinion about political and economic developments, the performance of the government, civic and political organizations, and participatory democracy. The last was probed in detail, exploring the public’s understanding of and attitudes towards elections and candidates. The design of the sample (multi-stage, stratified probability) ensured that respondents represented the adult national population of Kazakhstan. The data, therefore, accurately represent the feelings and opinions of the population of Kazakhstan as a whole.

Islamic Movements and Democracy in Central Asia: Integration or Isolation?
This paper, presented at the Center for the Study of Islam and Democracy’s 9th Annual Conference in Washington, DC, addresses the present state of Islamic political movements in the Central Asian states of Kazakhstan, Turkmenistan, Uzbekistan, Tajikistan, and Kyrgyzstan, with focus on state and non-state actors.
