Election Material Civic Education Material Rapport du KMF/CNOE “Rapport du KMF/CNOE” is a report from November 3rd 1996, available in French, by the National Council for the Observation of Elections (“Conseil National pour l’Observation des Elections” – CNOE) listing various observations about the First Round of the 1996 Presidential Elections in Madagascar. As well as describing the process of the election, the report also gives feedback and possible recommendations for further rounds of the Presidential Election such as revisions to the electoral code.
