Spending Limits as a Policy Option
Citizens in many countries are upset because they believe the current financing of politics (which involves corruption and under-the-table deals) is violating the basic democratic values of equal opportunity, transparency and accountability. One way to bring the funding of political parties and candidates into line with these values is to regulate campaign expenditures through spending limits. This is a viable option, but such limits must be designed and implemented with care.

Guide des Representants des Partis Politiques
“Guide des Représentants des Partis Politiques” is a pamphlet from 2000, available in French, which serves as an informational guide for the political party representatives that will observe the running of the October 2000 Presidential Election in the Ivory Coast. The document, published with the help of the National Democratic Institute, details what the representatives should look for and what their responsibilities are. The pamphlet also contains various tables to fill with notes and observations.

This report concerns IFES efforts at voter registration in the Ivory Coast in 1994 for the national elections scheduled for 1995. The report includes notes from meetings with political parties, civic groups, government administrators, diplomatic corps and NGOs. The report discusses four major concern areas for the 1995 elections: lack of openness among the government, lack of participation in the revision process by opposition parties, the seamless relationship between the leading political party and the Ivoirian government and lastly, the vague laws regulating the electoral system in the Ivory Coast.

Additionally, the document contains the requirements for registering the student government groups. Moreover, it describes the main student bodies with their attributes and responsibilities.

“Legal Paper Nr. 98126 E” is an informative document, available in Spanish, issued in 1990 by the MANO, a student government political party from the Nocturnal High school of Limon, Costa Rica, and addressed to the School’s Student Electoral Tribunal. The document is a letter of registration by MANO (”Authentic Nocturnal Organized Movement”) to the School’s Student Electoral Tribunal, presenting the student political party’s members, program, symbol and flag.
