Post-Earthquake Constitutional Analysis of the Interruption of the Legislative and Executive Powers in Haiti
Due to the earthquake on January 12, 2010, elections for the members of the House of Representatives and one third of the Senate scheduled for February 28 and April 4, 2010, were canceled. As a result, Haiti will have no legislative power as of May 8, 2010. There will be a rupture in the constitutional order.

Spending Limits as a Policy Option
Citizens in many countries are upset because they believe the current financing of politics (which involves corruption and under-the-table deals) is violating the basic democratic values of equal opportunity, transparency and accountability. One way to bring the funding of political parties and candidates into line with these values is to regulate campaign expenditures through spending limits. This is a viable option, but such limits must be designed and implemented with care.

This study of political finance in post-conflict society identifies lessons learned from international donor-funded efforts to support political processes in post-conflict environments in general and the funding of political parties and campaign finance in particular. The document consists of eight case studies that seek to improve our understanding not only of the political dynamics of post-conflict situations but also of how to rally international support for holding elections and supporting democratization under such circumstances.

Haiti Constituency Building for Judicial Reform (2001-2004)
In Haiti, IFES worked with civil society between 2001 and 2004. The project, funded by USAID, aimed to build coalitions and promote support for justice sector reform and respect for human rights. The program strengthened the capacity of civil society to be effective, knowledgeable advocates around a common justice reform agenda. “Making Every Vote Count” is the final report by the Citizens Assembly on Electoral Reform which outlines the case for electoral reform in British Columbia, Canada. The document, published in 2004, makes the recommendation for a new voting system, called BC-STV, to be used in electing member of the Legislative Assembly. The report gives its reasons for the recommendation and explains the new voting system.

State of the Judiciary: Haiti 2002-2003
This State of the Judiciary Report for Haiti was written by Léon Saint-Louis, J.D., a Haitian human rights lawyer and professor of public and contract law. Léon Saint-Louis has participated as a panelist in numerous seminars and debates on human rights and public law issues in the Haitian context. He has worked as a Legal Advisor for a number of Haitian State agencies and has been a legal consultant for the international community, including the MICIVIH and UNDP. This State of the Judiciary Report for Haiti was edited by Keith Henderson, IFES Senior Rule of Law Advisor, and Violaine Autheman, IFES Rule of Law Advisor, who are the authors of the Executive Summary and of Chapter 1 of this Report. They are also responsible for the analytical conclusions in the tables which attempt to evaluate the level of compliance with the Judicial Integrity Principles, included in the Executive Summary and in Annex 3.
