Regional Director on “Political Campaign Finance: Safeguarding Electoral Integrity in Africa"
As part of its annual report, the Wilson Center Africa Program asked IFES Regional Director for Africa Rushdi Nackerdien to contribute an essay on campaign finance. Financing Politics: The Middle East and North Africa
Financing Politics: The Middle East and North Africa is a collaborative effort between the International Foundation for Electoral Systems (IFES) and the Arab Region Parliamentarians against Corruption (ARPAC). It represents a concerted attempt to better understand and document existing political finance regulations and experiences in five countries – Egypt, Jordan, Lebanon, Tunisia and Yemen. The availability of information on the funding of parties and campaigns is a first and significant step in enhancing transparency.

Legal Analysis of Campaign Finance Regulation in Tunisia
The difficulties the ISIE and other stakeholders experienced in enforcing campaign finance regulations were aggravated by both a lack of expertise and the shortcomings of the Decree law No 35 on elections to the NCA. IFES produced an assessment of legal provisions pertaining to campaign finance and its implementation during the NCA elections. The report included recommendations on possible future improvements that could serve as a basis for the establishment of legislation on funding electoral campaign.

Political Finance in Post-Conflict Societies
This study of political finance in post-conflict society identifies lessons learned from international donor-funded efforts to support political processes in post-conflict environments in general and the funding of political parties and campaign finance in particular. The document consists of eight case studies that seek to improve our understanding not only of the political dynamics of post-conflict situations but also of how to rally international support for holding elections and supporting democratization under such circumstances.

The document, published with the help of IFES, prepares citizens for the 2005 Presidential Election in Guinea where they are strongly encouraged to vote. Additionally, the pamphlet provides information about voter registration and what to look for in a candidate.
