“Rapport du KMF/CNOE” is a report from November 3rd 1996, available in French, by the National Council for the Observation of Elections (“Conseil National pour l’Observation des Elections” – CNOE) listing various observations about the First Round of the 1996 Presidential Elections in Madagascar. The document was created by the Support Program for Decentralization and funded by the Swiss Association for International Cooperation.
