Libya has since been undergoing a democratic transition since protests erupted in February 2011, and the legal framework for elections has been extremely fragmented throughout the transitional period. This report sums up the IFES/US Department of State project to recruit, instruct, transport and coordinate American election observers to oversee the June 29 and July 6, 1997 parliamentary elections in Albania. The project was sponsored by the Organization for Security and Cooperation in Europe (OSCE) and involved over 30 countries and more than 400 election observers.

This Pre-election Technical Assessment report concerns the administrative structures in the Republic of Albania as they relate to electoral systems (related to elections for the People’s Assembly). The 1996 “Voter Awareness Guide” is written to inform voter educators on procedures they will have to undertake before the upcoming 1996 Presidential and Parliamentary elections in December. In order to educate and encourage the Ghanaian public, the Electoral Commission of Ghana produced this comic strip in 1995, a year before the national elections. Aimed directly at the youth population, this comic strip provides information regarding the new registration process, voting rules and qualifications, and other facets of basic electoral knowledge. This document was funded by the Supporting the Electoral Process (STEP) with a grant from USAID and IFES.
