Guatemala’s Supreme Electoral Tribunal and USAID Formalize Cooperation on Electoral Processes
On March 26, Guatemala’s Supreme Electoral Tribunal (TSE) signed a letter of understanding (LoU) with USAID to formalize their cooperation through the Consortium for Elections and Political Process Strengthening “Electoral Governance and Reforms Program.” IFES worked with USAID and the TSE to finalize the LoU draft prior to the ceremony.

The Universal Declaration of Human Rights guarantees all individuals the freedom to partake in their nation’s government and political processes, including elections. Yet, many individuals around the world face barriers to full participation due to social, ethnic and economic inequalities. “Manual for the CACIF’s Electoral Observer” is an informative handbook, available in Spanish, believed to be published in 2003 by the CACIF, Guatemala in lead up to the November 9, 2003 Guatemalan General Elections. The handbook describes the concept behind the formation of the electoral observer’s group of CACIF, such as: the objectives, strategies, recommendations, the rights and responsibilities of the observers.
