In preparation for the May 24th, 1998 First Legislative Council Elections, the Information Services Department from the Hong Kong Special Administrative Region Government, prepared this “1998 Election Special.” This document includes brief biographies and a picture of each candidate running for office, information on the voting structure, system, procedures, and other general election education as well as important dates in the election process. The slogan “fair, open, honest” is repeatedly used throughout the document.
