The 1990 Bulgarian Elections: A Pre-Election Assessment, May 1990
This report summarizes the findings of an IFES pre-election assessment team in Bulgaria from April, 1990. The document reports on meetings with the Central Election Commission, leaders and representatives of political parties and leading citizens groups. Further, the report discusses the electoral process, the role of the constitution, electoral law, composition and role of the central electoral commission and regional electoral commissions, voter registration procedures, the methods of ballot security, vote counting and verification, and the contest and appeals procedure. It also discussed the role of political parties in the campaign and in the election.

An Orderly Rebellion: Bulgarias Transition from Dictator to Democracy, August 1990
This report discusses the June 1990 elections in Bulgaria. The report discusses the roles of the Bulgarian Central Electoral Commission, political parties and election officials. The document further discusses the role IFES played in the elections. The report ends with recommendations for the Bulgarian Grand National Assembly on how to improve the electoral system. A Pre-Election Technical Assessment Report of Capabilities and Needs: July 8, 1991
Following a public revolt in Mali in 1991, IFES was contracted to conduct an in-depth analysis of the country’s progress in developing a new electoral system and drafting a new constitution, assess the interim government’s ability to administer free and fair elections and make recommendations for the elections. Le projet Amatora Mu Mahoro, fruit d’un effort conjoint de plus d’une dizaine organisations nationales et internationales1, identifie les zones vulnérables à la violence électorale ainsi que les initiatives de paix à travers le pays. Le projet vise à soutenir des réponses appropriées et à promouvoir la tenue pacifique des élections de 2010 au Burundi.
