“Elections Step by Step” is a voter guide issued in 2000 by CENTRAS and IFES, available in Romanian, and meant to serve as an informative document about the Romanian electoral system, specifically to provide information regarding the Presidential Election of 2000 in Romania. The guide is mostly intended to be of use for the electoral bodies overseeing the electoral process and to provide basic guidance on the main ways of functioning during the entire electoral process. The guide focuses on the structure and functioning of the Electoral Bureaus, the Electoral Commissions and the accredited observers, giving brief explanations on their tasks and responsibilities. Additionally, it contains samples of required documents prior and during the elections, as well as the text of the Law regarding the election of the Senate and the Chamber of deputies and the Law regarding the election of the President of Romania, with its recent changes to that date.

Infoproject
“Infoproject” is an informative bulletin issued in 1995 by CENTRAS and the Agency for Press Monitoring, available in Romanian, and meant to serve as a source of information about the nature of the projects implemented by the Non-Governmental Organizations. The bulletin serves the purpose of strengthening the practices of monitoring the right to information and to create a contact ground among all the NGO’s that are functioning in Romania. The bulletin includes the personal statements of various people working in different NGOs about their role in the public society, and continues with describing certain NGOs and the type of projects being worked on by them.

This report summarizes findings from a seminar which brought together all groups involved in the democratic process in Romania in order to discuss freely and openly the political process in the country in the weeks prior to the September parliamentary and presidential elections. Participants included mayors, prefects, judges from local electoral tribunals, political parties and non-governmental organizations.
