Electoral Administration Better Prepared For A Stronger Democracy
The International Foundation for Electoral Systems (IFES) and the United Nations Development Programme (UNDP) in partnership with the Provisional Electoral Council (CEP) organized two workshops in recent weeks on the Building Resources in Democracy, Governance, and Elections (BRIDGE) Program. Sessions specifically focused on access to electoral processes in order to strengthen the professional capacity of Haitian institutions and to ensure an effective transfer of technical skills in the field of election administration.

From January 16-17, 2014, IFES participated in the Seventh General Meeting of the Association of Caribbean Electoral Organizations (ACEO) in Paramaribo, Suriname. After consultation with key national and international stakeholders, Haiti’s Provisional Electoral Council (CEP) has developed the country’s first national gender and elections strategy with support from the International Foundation for Electoral Systems (IFES). This document is intended as a tool for the CEP to promote women’s participation in all stages of the electoral process and for all relevant stakeholders to coordinate their efforts regarding gender equality in elections in an effective manner.

Post-Earthquake Constitutional Analysis of the Interruption of the Legislative and Executive Powers in Haiti
Due to the earthquake on January 12, 2010, elections for the members of the House of Representatives and one third of the Senate scheduled for February 28 and April 4, 2010, were canceled. As a result, Haiti will have no legislative power as of May 8, 2010. There will be a rupture in the constitutional order.

Haiti Constituency Building for Judicial Reform (2001-2004)
In Haiti, IFES worked with civil society between 2001 and 2004. The project, funded by USAID, aimed to build coalitions and promote support for justice sector reform and respect for human rights. The program strengthened the capacity of civil society to be effective, knowledgeable advocates around a common justice reform agenda. State of the Judiciary: Haiti 2002-2003
This State of the Judiciary Report for Haiti was written by Léon Saint-Louis, J.D., a Haitian human rights lawyer and professor of public and contract law. Léon Saint-Louis has participated as a panelist in numerous seminars and debates on human rights and public law issues in the Haitian context. He has worked as a Legal Advisor for a number of Haitian State agencies and has been a legal consultant for the international community, including the MICIVIH and UNDP. This State of the Judiciary Report for Haiti was edited by Keith Henderson, IFES Senior Rule of Law Advisor, and Violaine Autheman, IFES Rule of Law Advisor, who are the authors of the Executive Summary and of Chapter 1 of this Report. They are also responsible for the analytical conclusions in the tables which attempt to evaluate the level of compliance with the Judicial Integrity Principles, included in the Executive Summary and in Annex 3.
