The guide, published by the Minister of National Education in April 1999, gives advice to candidates on how to write and deliver speeches as well as providing guidelines to voters on how to choose the appropriate candidate.

Dissemination of Democractic political education at grassroots level in eleven districts of mid-western and far western development regions of Nepal
“Dissemination of Democratic Political Education” was a project proposed by the Indigenous Research Collaboratives (IRC/N) which argues for the democratic political education of eleven Nepalese districts at the grass-roots level to enhance the future of democracy in Nepal. Submitted on September 12th, 1991, this proposal includes charts and data supporting the necessity of grass-roots educating as well as financial statements of the proposal.
