AAEA Observation Mission Report: Cambodian Elections, July 1998
This report summarizes IFES findings from the July 1998 Cambodian elections. The report provides a background of IFES activities in Cambodia, and, more prudently, IFES’ objective to strengthen the electoral process in Cambodia through objective observation and reporting on the election. The report concludes with recommendations for future elections in Cambodia.

Cambodia Electoral Assistance Project 1996-98 Final Report
This report discusses IFES’ efforts working with the Cambodian Government to strengthen and improve the electoral framework in preparation for the July 1998 parliamentary elections. IFES provided on-site technical expertise and drafted election laws and regulations, prepared an election calendar and budget, designed a voter registration system, initiated recruiting and training programs for election officials and pollworkers and procured and distributed election supplies and equipment.

Implementation of the Proportional Representation System in Awarding National DPR Seats Based on Results of the June 1999 Elections
This publication is written in English and Bahasa Indonesian. The law governing Indonesia’s elections on June 7 provided that seats for legislative assemblies at the national, provincial and district levels were allocated to political parties according to proportional representation. Each of Indonesia’s 27 provinces served as an electoral area for distribution of the 462 elected seats in the national DPR (38 DPR seats were assigned by law to the military). Each province was apportioned a number of DPR seats reflecting its population and number of component districts (kabupaten / kotamadya). Under proportional representation, each party winning sufficient votes in a province wins a share of DPR seats roughly proportionate to that party’s share of the vote in that province.

IFES Observer Coordination to the OSCE Albanian Election Observation Mission, June - July 1997
This report sums up the IFES/US Department of State project to recruit, instruct, transport and coordinate American election observers to oversee the June 29 and July 6, 1997 parliamentary elections in Albania. The project was sponsored by the Organization for Security and Cooperation in Europe (OSCE) and involved over 30 countries and more than 400 election observers.
