IFES Assists Kosovo with First-Ever Parliamentary Elections Since Independence
In cooperation with the Central Election Commission of Kosovo, IFES administered 14 alternative polling stations during the parliamentary elections on December 12, 2010. The parliamentary elections were Kosovo’s first since declaring independence from Serbia in 2008. The alternative polling stations were positioned in northern Kosovo where the Election Commission experienced difficulty recruiting for and opening regular polling centers. IFES arranged international teams of poll workers to staff the stations and help ensure proper handling of election materials before the votes were counted.

Voter Education in Kosovo
IFES organized a massive public information campaign to educate Kosovo voters about recent changes to their electoral system and voting procedures. On election day, voters cast their ballots in less than half the time that election authorities predicted.

Kosovo Civic Education Campaign
In the fall of 2012, IFES collaborated with six local partners in Kosovo to launch “Participate,” a civic education campaign aimed at increasing public awareness on democratic values. This includes independent voting; the role of women, youth and minority groups in election processes; roles and responsibilities of election management bodies; and electoral complaints. The campaign reached 33,883 voters through face-to-face activities; distributed 87,482 informational brochures, pamphlets and other printed material; and reached over 600,000 Kosovars through TV and radio programs, as well as newspaper articles. Kosovo Taking Steps Toward Gender Equality in Election Administration
The issue of low representation of women among Kosovo's election staff was raised for the first time in March 2014 in IFES' report on gender breakdown of election staff in the 2013 municipal elections. A series of advocacy efforts was carried out to raiss awareness of the benefits of gender diversity in election staff and to encourage the nomination of more women to these positions.

Kosovo Motivational Diploma Spot
The general theme of the campaign was where were you when the decision was made and showed how your life is impacted when you fail to participate in the process. Since employment is considered a primary concern and corruption a major but lesser concern we designed a spot that used employment as its major theme and directed the piece towards a target audience of young male voters. The spot also showed how corruption influences your ability to find employment and undermines normal avenues of self improvement such as education.

The general theme of the campaign was where were you when the decision was made and showed how your life is impacted when you fail to participate in the process. Serbian voters expressed a great deal of concern about many areas but since this was a municipal election we chose to focus on the provision of utilities as a theme with a broad gender appeal.
