Abdulhaleem Mohammed

Abdulhaleem Mohammed is the International Foundation for Electoral Systems (IFES) election and legal specialist in Iraq. He provides daily technical and legal advice to the Iraqi Independent High Electoral Commission (IHEC) regarding electoral systems and legal frameworks. Before joining IFES, Abdulhaleem was a legal officer with IHEC. At IHEC, Abdulhaleem advised directors, unit heads, and other staff on election laws and joined teams representing IHEC before law courts. Additionally, he gave lectures to political parties, nongovernmental organizations, and other partners on electoral legislation, regulations, and systems. Abdulhaleem is a member of the Iraqi Bar Association and has a Ph.D. in law from the University of Reading in the United Kingdom, where he was also a postdoctoral fellow.
