This report reviews IFES efforts in Azerbaijan in support of the USAID project Civil Society Better Organized and Represented. This report describes how IFES worked to encourage increased professionalism among election officials, provided training to elected officials, encouraged broader citizen participation and increased awareness on democracy and democratic governance. The report also details civic education tools used and discusses the challenges encountered and lessons learned from IFES program.

Cidadaos e Politica Quem deve governar?
“People and Politics: Who Should Govern?” is a civic education discussion book, issued in 1992 by the US Kettering Foundation and translated and adapted to Portuguese by the State University of Ponta Grossa, Brazil. The handbook is intended to educate voters about the importance of voting and express their opinions through the power of one vote. The handbook explores four options with a series of opinions on how to tighten the relationship between politics and the people. Additionally, in the beginning and the end of the book, there are some questionnaires provided to facilitate the understanding of the people’s overall opinion of their relation with the government.

“Student Political Parties” is an informative document, available in Spanish, issued by the Ministry of Public Education in Costa Rica, and intended to lay out the obligations and duties of student officers who are willing to participate in the electoral process of the student government election. Additionally, the document contains the requirements for registering the student government groups. Moreover, it describes the main student bodies with their attributes and responsibilities.
