Council of Representatives Election Composite Report
In the December 15 election, 11,895,756 valid votes were cast inside Iraq and 295,377 were cast outside of Iraq making a grand total of 12,191,133. This was an increase over 9,852,291 ballots cast in October and 8,550,571 cast in January. There were also 139,656 invalid votes (1.1%) and 62,836 blank ballots (.05%) – for a total of 12,098,248 votes cast on December 15 in Iraq and 298,383 outside of Iraq (valid ballots plus 1,912 invalid ballots and 1,094 blank ballots) for a grand total of 12,396,631. If the in-country total is applied against the number of individuals in the voter registration database (15,568,702), it represents a turnout of 77.7% compared with 63.3% for October and 57.7% for January. Azerbaijan Looks to Its Future: Social Attitudes and Trends (2004)
This 2004 public opinion survey conducted in Azerbaijan shows Azerbaijanis in a more positive frame of mind with respect to many key issues than was documented in IFES’ 2002 or 2003 surveys. Unlike in either of those, in the 2004 survey a majority of Azerbaijanis express satisfaction with the overall situation in the country, and a majority of Azerbaijanis describe the national economic situation as being “good.” More Azerbaijanis than not are also optimistic that the economic situation in the country will improve over the next year. And when it comes to democracy, many more Azerbaijanis rate the country as primarily a democracy than in the 2002 survey (46% versus 20%).

Azerbaijan, FINAL REPORT, September 20, 2001 - September 19, 2003
This report reviews IFES efforts in Azerbaijan in support of the USAID project Civil Society Better Organized and Represented. This report describes how IFES worked to encourage increased professionalism among election officials, provided training to elected officials, encouraged broader citizen participation and increased awareness on democracy and democratic governance. El Ecuador está en esta línea, pero sus peculiares condiciones sociales, culturales y políticas, todavía ocasionan distorsiones en la expresión democrática. La composición étnica del país es uno de los factores más importantes de diferenciación social a su interior. La incorporación de los indígenas a la vida política formal es relativamente reciente, y su participación ha ido incrementándose hasta llegar a niveles de alta influencia en la ocupación de cargos públicos y la formación de alianzas de poder.
