New Report on Campaign Finance Monitoring in Nepal
IFES' civil society partner Samuhik Abhiyan conducted a campaign finance monitoring mission during Nepal’s December 2017 House of Representatives elections. With the launch of their report on May 18, 2018, Samuhik Abhiyan revealed that over half of candidates monitored exceeded the legal spending limits.

Abuse of State Resources Research and Assessment Framework
IFES recently concluded a two-year Technical Leadership project examining the abuse of state resources (ASR) in election campaigns. The Abuse of State Resources Research and Assessment Framework: Guidelines for the Democracy and Governance Community of Practice is an abbreviated companion document to the complete Abuse of State Resources Research and Assessment Framework developed in this effort.

Regional Director on “The Elections We Want” in Africa
As part of its annual report, the Wilson Center Africa Program asked IFES Regional Director for Africa Rushdi Nackerdien to contribute an essay on recent African elections. New Report on Abuse of State Resources in Georgia
This report details findings from an IFES Abuse of State Resources Assessment conducted in Georgia following October 2016 elections. This assessment served as the pilot test of the Abuse of State Resources Research and Assessment Framework assessment methodology and draws on detailed desk research as well as a field research mission to Georgia in May 2017. Findings are focused on abuse of state resources legal provisions, oversight institutions and enforcement mechanisms.

Money and Elections in the Maldives
IFES conducted the first systematic nationwide survey of its kind in the Maldives. The survey was conducted to measure the prevalence of vote buying in the Maldives during the March 2014 parliamentary elections. The final report, Money and Election in Maldives: Perceptions and Reality, will be shared with the Government, the Parliament, the Election Commission, civil society, political parties and others.

IFES’ 2014 Hybl Fellow Examines Hybrid Regimes
The 2014 Hybl fellow is Megan Hauser, a Ph.D. candidate in the School of Government and Public Policy at the University of Arizona. Her research at IFES explored elections in non-democratic hybrid regimes, focusing on how the conditions of an election may affect political party and candidate behavior, and party-voter linkage strategies, including variation in programmatic party positions, negative/coercive appeals and the abuse of state resources. She is particularly interested in elections in the former Soviet Union, including Armenia, Georgia, Kyrgyzstan, Russia and Ukraine.

Political Finance and Gender Equality
Throughout the world, women and men have different opportunities to participate in the political sphere. This is particularly true when it comes to participation as candidates and elected officials in electoral processes. There are many factors that contribute to existing gender inequalities in politics. While political finance is an important instrument for achieving gender equality in politics, the ongoing debates about political finance rarely consider the impact of money on the level of representation of both men and women in elected offices.
