IFES Statement on the Participation of the Russian Federation and the Republic of Belarus in Electoral Associations
Russia’s invasion of Ukraine is a violation of international law, including the Helsinki Final Act and the United Nations Charter, and an attack on the Ukrainian people and on democracy itself.
The International Foundation for Electoral Systems (IFES) is a strong supporter of a range of regional and global electoral and democracy-building associations because we share their values and objectives. Russia, through its invasion of Ukraine, and Belarus, through its support to the invasion, have shown that they do not share those democratic values, indeed that they are enemies of those values. As such, IFES believes that the continued participation by Russia and Belarus in electoral and democracy-building associations is not in the best interests of those bodies, and we call on them to take appropriate action.
Ukraine is a free and democratic country. Its people and government have shown time and again their commitment to democracy since Ukrainian independence in 1991; Ukrainian citizens are now demonstrating that commitment with their lives. IFES stands with our Ukrainian partners, including the Ukrainian Central Election Commission, in fighting to uphold Ukrainian democracy.

Вторгнення Росії в Україну є порушенням міжнародного права, включаючи Гельсинський Заключний акт і Статут Організації Об’єднаних Націй, а також напад на український народ і на демократію зокрема.
Міжнародна фундація виборчих систем (IFES) є потужним прихильником ряду регіональних і глобальних асоціацій з виборів та розбудови демократії, оскільки ми поділяємо їхні цінності та цілі. Росія, вторгнувшись в Україну, і Білорусь, через свою підтримку вторгнення, показали, що вони не поділяють цих демократичних цінностей, вони насправді є ворогами цих цінностей. З огляду на це, IFES вважає, що подальша участь Росії та Білорусії в асоціаціях з виборів та розбудови демократії, не відповідає найкращим інтересам цих органів, і ми закликаємо їх вжити відповідні заходи.
Україна є вільною та демократичною державою. Її народ та уряд неодноразово доводили свою відданість демократії з часів незалежності України в 1991 році; громадяни України зараз демонструють цю відданість своїм життям. IFES підтримує наших українських партнерів, у тому числі Центральну виборчу комісію, у боротьбі за збереження демократії в Україні.
