Technical Assistance to Election Management Bodies
Iraq has undergone dramatic change in the past decade. The U.S.-led war in Iraq that began in 2003, and the subsequent de-Ba’athification process led by the Coalition Provisional Authority, spike in sectarianism, advancement by the Islamic State (IS) and push by the Kurds for independence, all continue to impact the country’s political and security environment. It is within this complex context that the International Foundation for Electoral Systems (IFES) worked in Iraq for the 12 years, providing capacity building for Iraq’s election system from 2003 until September 2015.

Elections for All: Empowering the Underrepresented
The Universal Declaration of Human Rights guarantees all individuals the freedom to partake in their nation’s government and political processes, including elections. Yet, many individuals around the world face barriers to full participation due to social, ethnic and economic inequalities. Electoral Technical Assistance for Iraq for Out of Country Voting
At the request of Iraq’s Independent High Electoral Commission (IHEC) and with funding from the United States Agency for International Development (USAID), IFES is assisting the Commission in the implementation of its Out of Country Voting program (OCV) for the 2010 parliamentary elections. Iraqi citizens abroad will be able to a cast a ballot for candidates at the governorate level with proof of Iraqi citizenship, age and connection to one of Iraq’s 18 governorates.
