Registering Marginalized Populations to Vote in Nepal
As Nepal undergoes critical electoral and governance changes, IFES Nepal is working with local partners to register Nepalis – including Dalits, youth, Muslim women, freed Kamaiya (those subjected to forced labor) and other historically marginalized groups – to vote. “Voter Rules and Responsibilities” was produced in 2002 by the league of women voters of Montgomery County, Maryland. The piece enumerates the qualifications needed for voters and also provides a list of voter resources and a brief voting timeline. The November 5, 2002 mid-term congressional elections would be the first of such elections during the presidency of George W. Bush.

This report concentrates on three issues relating to the current (circa 2000) situation of the Election Commission of Nepal: 1. Progress in establishing the district election offices which form a central part of the Commission's Five Year Development Plan. 2. Voter registration and the development of a sustainable system for the voter identity cards now being issued and 3. the effectiveness of the Election Code of Conduct and possible revisions to the code.
