Guatemala's Historic Second Round
On 6 November, Guatemala held the runoff for its presidential election. The poll that was eventually won by Otto Pérez Perez Molina, a retired army general from the Patriotic Party (Partido Patriota, PP), had a record turnout for a second round vote. It also ushered in the first female vice president of Guatemala as both presidential candidates had a woman for a running mate. IFES assisted Guatemala’s election commission (Tribunal Supremo Electoral, TSE) in a number of efforts, including voter outreach, poll worker training and increasing electoral access for persons with disabilities.

New Study Provides Insight into Electoral Access in Guatemala
Following Guatemala’s 2011 elections, IFES conducted focus groups with persons with disabilities, in-depth interviews with leaders of disabled persons organizations and a small-scale survey of electoral authorities to learn about the experience of persons with disabilities in the elections process. Assessment of Election Access Barriers in Guatemala presents key findings of these research activities. Together, the responses provide a snapshot of current practices in the Central American nation and serve as a powerful advocacy tool for promoting equal access.

Guatemalan National Disability Council Proposes Electoral Law Reform to Increase Access
On October 31, the National Council for Persons with Disabilities (CONADI) presented proposed reforms to the Elections and Political Parties Law (LEPP) to the Congressional Disabilities Affairs Committee and to the Board of Magistrates of the Supreme Electoral Tribunal (TSE). IFES provided technical assistance and key thematic inputs to CONADI throughout the process of drafting recommended updates to the LEPP.

Advancing Disability Rights in Southeast Asia through Regional Network of Advocates
In 2011, IFES established the General Election Network for Disability Access (AGENDA) across Southeast Asia. A creative partnership between disabled persons’ organizations (DPOs) and election-focused civil society organizations, AGENDA serves as a forum to improve access to political and electoral opportunities for persons with disabilities by increasing public awareness and elevating advocacy efforts that call for change.

First BRIDGE Workshop on Electoral Administration and Accessibility Implemented in Guatemala
From January 31-February 1, IFES and a Building Resources in Democracy, Governance and Elections (BRIDGE) facilitator implemented Guatemala's first BRIDGE Electoral Administration and Accessibility training. Memorandum of Collaboration to Strengthen Political Rights of Guatemalans with Disabilities
On April 8, IFES and Guatemala's National Council for Persons with Disabilities and signed a Memorandum of Collaboration (MoC) to enhance collaboration between the two organizations. Guatemalan Advocates with Disabilities Trained on Election Access Observation Techniques
On April 9-12, IFES trained members of Guatemala's National Council on Disability to conduct an election access observation ahead of the country’s general elections on June 16. The trainings built skills to collect data on inclusion of persons with disabilities during a short-term observation.
