“Rapport du KMF/CNOE” is a report from November 3rd 1996, available in French, by the National Council for the Observation of Elections (“Conseil National pour l’Observation des Elections” – CNOE) listing various observations about the First Round of the 1996 Presidential Elections in Madagascar.
