A Week in Cambodia
IFES’ Women’s Leadership program, conducted in five provinces across Cambodia the spring of 2011, sought to increase women’s personal development and leadership skills and knowledge of the election process. During the week of 14-21 September, some of the participants joined IFES staff in Phnom Penh and Siem Reap to discuss what they have learned. This week coincided with the Pchum Ben festival, during which Cambodians pay their respect to deceased relatives, and the 2011 voter registration period, which IFES witnessed. IFES Winter and Summer Democracy Camps Empower High-School Students in Kyrgyzstan
Since 2000, with the support of USAID, IFES has conducted over 20 Democracy Camps across Kyrgyzstan. Ninth- and tenth-grade participants learn democratic values, leadership skills, teamwork, their role as citizens, and how to advocate for change in their society. In 2009, over 2,600 students applied to take part in the camps. The goal of this project is to build civic mindedness and engagement among the young generation, and to instill in them a belief in their capacity as individuals to improve their country and communities. This is a necessary step in building a more democratic culture in Kyrgyzstan.

Kyrgyzstan Votes to Adopt a New Constitution
On Sunday, 27 June 2010 Kyrgyzstan held a referendum to consider adopting a new constitution. The referendum, administered by a new (interim) Central Election Commission (CEC), was held just 80 days after the violent overthrow of President Kurmanbek Bakiyev and just weeks after a violent ethnic clash between Kyrgyz and Uzbeks in the south of the country. With a near 70% turnout, voters overwhelmingly approved changes to the constitution affecting the electoral system, the separation of powers, the judicial system, human rights, and local self-government. With the changes Kyrgyzstan is set to become Central Asia’s first parliamentary republic, though the serious work of implementation lay ahead.

On June 11, "She Leads" alumna Chanthy Hoy spoke on a side panel at the United Nations Conference of States Parties to the Convention on the Rights of Persons with Disabilities. She spoke of the potential of women with disabilities to achieve and thrive in positions of leadership and how it is incumbent upon the international community to continue to support programs that instill a sense of self-worth and confidence in young women.

Advancing Disability Rights in Southeast Asia through Regional Network of Advocates
In 2011, IFES established the General Election Network for Disability Access (AGENDA) across Southeast Asia. A creative partnership between disabled persons’ organizations (DPOs) and election-focused civil society organizations, AGENDA serves as a forum to improve access to political and electoral opportunities for persons with disabilities by increasing public awareness and elevating advocacy efforts that call for change.
