Guide for the Planning and Organization of Local Government Elections in the West Bank and Gaza
In this manual, IFES presents a series of major recommendations about how to organize local elections in which the Palestinian public can have confidence. The manual discusses the logistical complications for holding local elections. Additionally, election law, administration and voter registration are discussed.

Palestinian Elections: A Pre-Election Assessment Mission Report (2002)
The International Foundation for Election Systems (IFES), the International Republican Institute (IRI), and the National Democratic Institute for International Affairs (NDI), as well as a representative of the Government of Norway, jointly organized a pre-election assessment mission to the West Bank and Gaza between July 14 and July 24, 2002. The purpose of the mission was fourfold: 1) to evaluate the pre-electoral environment and identify the requirements of the Palestinian Authority, political parties, civil society and the international community to establish a meaningful electoral process; 2) to identify the elements of the process that are most vulnerable and the obstacles that must be overcome; 3) to assess the state of technical preparations for elections; and 4) to recommend electoral reform measures that could enhance the transparency and credibility of the process.

Palestinian High Court: “Cancelling Elections is Illegal”
On December 13, 2010, the Palestinian High Court issued its final verdict on the lawsuits challenging the Council of Ministers (Cabinet) of the Palestinian Authority decision to cancel the local elections scheduled for July 17, 2010. The Court ruled that once the cabinet calls for elections, it does not have authority to cancel them.

Palestinian Local Elections 2010
Under the leadership of President Yasser Arafat, the Palestinian Authority’s Cabinet called the 2004 local elections, managed under the authority of the Ministry of Local Government in three stages throughout 2005. However, because of operational and political challenges, local elections were held in four stages on six different dates and were never finalized; elections in over 100 councils were postponed indefinitely. In February 2010, the Cabinet called for local elections in the West Bank and Gaza for 17 July 2010.

This Election Technology Assessment from the 1994 elections in Brazil details IFES’ audit of the vote tabulation software used in Brazilian elections. The report focuses on the technological innovations in Brazilian electoral administration, the future direction of its modernization, and the applicability of the concepts and technologies involved to election administration in other countries.
Specifically,
IFES conducted studies on the Brazilian development of a cost-effective indigenous election technology which could be applied to other developing countries.

Palestine will hold elections on May 13, with voters choosing 3,849 members of municipal and village councils in the West Bank. Elections have been called for 391 councils. However, voting will only be held for 145 councils.

The Cycle of Corruption: Elections and the Abuse of State Resources
In many ways, elections are a central component in cycles of systemic corruption. IFES conducted a two-year research project to develop an assessment methodology to evaluate the effectiveness of a given country’s framework for addressing the abuse of state resources in election campaigns. The final product of this project is a detailed methodology that specifically examines three categories of state resources: state personnel; state funds and physical resources; and official government communications to the public.
