Palestinian High Court: “Cancelling Elections is Illegal”
On December 13, 2010, the Palestinian High Court issued its final verdict on the lawsuits challenging the Council of Ministers (Cabinet) of the Palestinian Authority decision to cancel the local elections scheduled for July 17, 2010. The Court ruled that once the cabinet calls for elections, it does not have authority to cancel them.

Palestinian Local Elections 2010
Under the leadership of President Yasser Arafat, the Palestinian Authority’s Cabinet called the 2004 local elections, managed under the authority of the Ministry of Local Government in three stages throughout 2005. However, because of operational and political challenges, local elections were held in four stages on six different dates and were never finalized; elections in over 100 councils were postponed indefinitely. In February 2010, the Cabinet called for local elections in the West Bank and Gaza for 17 July 2010.

Palestine will hold elections on May 13, with voters choosing 3,849 members of municipal and village councils in the West Bank. Elections have been called for 391 councils. However, voting will only be held for 145 councils.

A Week in Cambodia
IFES’ Women’s Leadership program, conducted in five provinces across Cambodia the spring of 2011, sought to increase women’s personal development and leadership skills and knowledge of the election process. During the week of 14-21 September, some of the participants joined IFES staff in Phnom Penh and Siem Reap to discuss what they have learned. This week coincided with the Pchum Ben festival, during which Cambodians pay their respect to deceased relatives, and the 2011 voter registration period, which IFES witnessed. Advancing Disability Rights in Southeast Asia through Regional Network of Advocates
In 2011, IFES established the General Election Network for Disability Access (AGENDA) across Southeast Asia. A creative partnership between disabled persons’ organizations (DPOs) and election-focused civil society organizations, AGENDA serves as a forum to improve access to political and electoral opportunities for persons with disabilities by increasing public awareness and elevating advocacy efforts that call for change.
