Guide des Scrutateurs
“Guide des Scrutateurs” is a guide, available in French, created by the National Electoral Commission of Togo which explains to polling agents how to go about their duties when counting votes on Presidential Election Day in January 1993. The Commission seeks to provide clear instructions to workers as to ensure transparency. The document includes a diagram of polling tables, forms to fill out about ballots, and rules and regulations for polling agents to follow.

Togo: A Pre-election Assessment Report, March 30, 1992
This pre-election technical report from Togo took place prior to the 1993 elections. The report provides a host of recommendations for the election and the ways in which the Togolese government can work to foster a democratic government in the country.
