Ensuring Electoral Transparency and Integrity in Egypt: the Need for a Permanent, Independent Electoral Management Body
Egypt’s January 2014 constitutional referendum process faced heavy scrutiny. The much-watched poll took place amid an aggressive crackdown on political dissent following the ouster of President Mohamed Morsi in July 2013. Campaigning was largely in favor of approving a new constitution. The result of the referendum – which saw 98.1 percent voter approval with 38.6 percent voter turnout – was largely expected.

Electoral System Changes in Egypt Spark Dialogue on Post-Revolution Future
On June 5, just a few days prior to the swearing in of the new President-elect, former interim President Adly Mansour ratified Egypt’s new parliamentary elections law, significantly altering the voting system established in 2011. In the former mixed system, two-thirds of representatives were elected through lists on the basis of proportional representation and one-third as individual candidates using the majoritarian system. The new law establishes what can be described as a dual-majoritarian system where 74 percent of representatives will be elected through the majoritarian system, 21 percent elected from closed, winner-take-all party lists, and 5 percent appointed by the president.

Egypt's Historic Elections Begin
On November 28, Egyptians began voting in the first parliamentary elections since the January 25 revolution. November 28 marked the beginning of Phase I of the People’s Assembly elections; Phases II and III are set to take place in December and January, respectively. Voting for the Shura Council will commence on January 29 and end on March 11, also taking place in three phases. This parliament will be tasked with selecting the 100-person constitutional assembly that will draft Egypt’s constitution. The constitution will determine key issues in Egypt’s democratic transition such as procedures for electing the president, responsibilities of the executive branch, and rights and freedoms for all Egyptians.

Nurturing Democracy in the Maldives
In June, The International Foundation for Electoral Systems (IFES) held a “Democracy Camp” for 40 youths, aged 14-16, from around the country.The primary goal of the camp is to enhance the participants’ knowledge on civic education, rights and responsibilities of a citizen, democracy, human rights and other pressing social issues. For this episode we hear the voices of Nihaya Ahmed, a camp participant, and IFES Chief of Party Dan Malinovich.

Learning About Violence Against Women in Politics in Leaps and Bounds: Surprising Findings from the Maldives
In 2011, IFES' Electoral Violence Education and Resolution (EVER) methodology found that women were rarely the subjects of political violence in the Maldives – less than 2 percent of violent incidents specifically targeted women, compared to 46 percent targeting men. Four years later, using a new, survey-based methodology, data collected by Professor Elin Bjarnegård from Sweden's Uppsala University in collaboration with IFES suggested a very different situation.

IFES and Cairo University Host Event on Human Rights in Elections
On Sunday, August 29, 2010, IFES and the Faculty of Economics and Political Science (FEPS) at Cairo University hosted a workshop at the university featuring representatives of the National Council for Human Rights (NCHR). The aim of the session was to discuss the role of the National Council for Human Rights (NCHR) in the election process in Egypt. The main speakers were Dr. Ahmed Mohamed Refaat and Dr. Nabel Ahmed Helmy, members of the NCHR; and Nahla El Madany, a TV reporter and presenter. More than 40 people attended the lively discussion. The event was filmed by two local television crews and footage of the workshop appeared on the local news.

IFES co-hosts Symposium to Spread Electoral Awareness in Egypt
On September 26, 2010, IFES and the Ahram Center for Political and Strategic Studies (ACPSS) hosted an Electoral Symposium to spread electoral awareness before the upcoming People’s Assembly elections in November, 2010. The event featured distinguished speakers from political parties, government officials, members of civil society and election experts. Among them were IFES consultants Lisa Kammerud and Bashar Eldeek , Country Director Charles Lasham, People’s Assembly and Taggamu’ Party Member Mr. Mohamed Abdelaziz Shaaban, former Minister of Sport and Youth Dr. Abdelahad Gamaluddin, President of Ahram Center for Political and Strategic Studies (ACPSS) Dr. Gamal Sultan and famous Egyptian journalist Ameena Shafiq . The event took place in the Ibrahim Nafei Hall, named after the renowned Egyptian journalist, at the Ahram main building in Cairo Downtown area. This symposium is part of IFES programming to provide a platform for Egyptian citizens to dialogue about electoral issues in Egypt.
